Chief Executive Officer
Jeff Ciachurski is the principal executive officer and advisor representing the operating and management team to the board of directors. Mr. Ciachurski formulates the mission statement and growth plans, appoints and designates senior management personnel, defines geographic areas of responsibility and engages senior independent consultants. Mr. Ciachurski maintains continuous and proactive relationships with leading retail and institutional shareholders, and maintains close associations with the banking and project finance community. Mr. Ciachurski launched Greenbriar after a highly successful 11 year career as founder, CEO and Director of Western Wind Energy Corp, where he built a concept with a few thousand dollars into an industry-recognized, vertically integrated, renewable energy owner and operator which he sold to Brookfield Renewable Energy Partners for $430 Million in March 2013. Mr. Ciachurski established the operating and development assets in California, Arizona, and the Commonwealth of Puerto Rico and financially led and built over 165 MW of solar and wind production and 360 MW of advanced staged assets all wholly owned by the company.

Ms. Dea, CPA, CA has over 19 years of experience in the finance, securities and accounting fields. Previously, Ms. Dea was the Vice President, Finance and Chief Financial Officer of Silvermex Resources Inc., a TSX listed, mid-tier producing silver company from May 2011 until it was acquired in July 2012. Ms. Dea oversaw all aspects of finance and legal as well as implemented structure, controls, governance and fiscal policy. Prior to Silvermex, Ms. Dea was the VP Finance and CFO of Polaris Minerals Corporation, also a TSX listed company, for 5 years and was responsible for the overall financial management of the company, including overseeing Polaris' debt and capital market activities, managing banking relationships with US, Canadian and International banks and internal and external public reporting. During her career at Polaris, she completed numerous debt and equity financings, and oversaw the implementation of the financial controls, processes and corporate financing strategies required to bring Polaris from development stage to large-scale commercial production. Prior to joining Polaris, Ms. Dea spent eleven years at Deloitte & Touche LLP, achieving the position of Senior Manager. She obtained her Chartered Accountants designation in 1997 and holds a BComm from the University of British Columbia.
Chief Financial Officer
Mr. Webb is a seasoned executive and engineering management professional with over 45 years of professional engineering experience and over 35 years of experience in utility-scale renewable energy. Mr. Webb has held executive positions at various renewable energy companies engaged in solar, wind, biomass, cogeneration and geothermal energy. Mr. Webb pioneered utility-scale solar generation as Executive Vice President of Luz Development and Finance where Mr. Webb was directly responsible for the development, permitting and construction oversight of the Luz SEGS units which until recently was the world's largest combined solar generating facility with over 300 MW of installed capacity. In addition, Mr. Webb has extensive utility experience both with Southern California Edison Company where he developed and managed its renewable energy procurement program and as a project developer negotiating utility power purchase and transmission interconnection agreements. Mr. Webb is also a former Division Chief of the Engineering and Environmental Siting Division of the California Energy Commission and was a nuclear advisor to Governor Jerry Brown including working directly with the Governor and representing the State of California at hearings before the Nuclear Regulatory Commission. Mr. Webb has a Bachelor of Science degree in Mechanical Engineering from University of California at Berkeley, various graduate studies in engineering at the University of Houston and Colorado State University and is a Registered Professional Engineer.
President and Director
Tom Dugan manages the 80 MW Blue Mountain wind project in SE Utah. With his fifteen years of experience as a lawyer and lobbyist and his training in the natural sciences, Tom is well-suited to guide Blue Mountain through its environmental evaluation and regulatory processes. Tom comes to Greenbriar from Western Wind Energy Corp., where he was instrumental in the permitting of the Windstar project, located in Tehachapi, California and the Kingman project, located in Kingman, Arizona. Tom obtained his JD and Environmental Certificate from Lewis & Clark Law School, his Masters from the University of Massachusetts, and his Bachelors from College of the Atlantic.
